Biography

Catharine H. Freeman is a Visiting Assistant Professor and Director of the Housing and Eviction Defense Clinic, a partially HUD-funded program in which law students, supervised by clinic faculty, learn the practice of housing advocacy and represent tenants in connection with summary process (eviction) matters. Professor Freeman is visiting from her position as a Staff Attorney in Housing Law at Connecticut Legal Services, Inc., the largest non-profit law firm in the state of Connecticut.

Professor Freeman is pleased to be back serving the Hartford area where she resided and served over a decade as an Assistant Corporation Counsel in the Office of Corporation Counsel, City of Hartford.

Professor Freeman is particularly interested in open communities, personal finance, education, and financial stability for single heads of households. She writes about financial stability and facilitates a support network through her business, Divorced Girlfriend’s Guide, LLC. She has advocated to the state legislature for housing rights and household financial stability.

Professor Freeman is Vice-Chair for the United Way of Greater Waterbury, Financial Stability Council. She is a long-term member and Board Secretary for the Goodwill of Western and Northern Connecticut, Inc. She has also been nominated by the Office of Governor Ned Lamont to serve as a non-Housing Session constituency member of the Connecticut Advisory Council on Housing Matters.

Professor Freeman is admitted to practice law in Connecticut, the United States District Court and the Court of Appeals for the Second Circuit. She has also practiced before the State Board of Mediation and Arbitration, Commission on Human Rights and Opportunities, and State Board of Labor Relations.

Professor Freeman earned a BA in political science and fine arts from Fairfield University and a JD from Boston College Law School.
