Scott Fischer

Scott Fischer is an expert in the field of insurance regulation. From 2016 to 2018, he served as the Executive Deputy Superintendent of the New York Department of Financial Services (the head regulator of the New York insurance industry), where he created and amended insurance regulations and oversaw all life, health, and property insurers in the state. Some of Fischer’s regulatory projects at the DFS included rolling-out paid-family leave in New York State, which included setting the product premium rate and establishing the nation’s only risk adjustment “readjuster” to address failures of federal risk adjustment methodology.

Prior to his service at the DFS, Fischer was chief executive of the New York Liquidation Bureau. Subsequent to his role at the New York DFS, he was a Partner at Morgan, Lewis & Bockus and then at DLA Piper where he represented local, national, and international insurance companies. Currently, he serves as Head of Government Relations and General Counsel to Lemonade Insurance Company in New York.

At UConn Law, Fischer teaches Principles of Reinsurance.

Fischer received his JD from New York University School of Law where he was the
Executive Editor of the NYU Review of Law and Social Change, and his BA in Political Science from Dickinson College.
