Biography
As an IAPP Fellow of Information Privacy (FIP) with certifications in data privacy (CIPP/US, CIPM), AI governance (AIGP), and cybersecurity (Security+), Matthew Lowe brings a multidisciplinary approach to his role as in-house counsel at Kyndryl, the world’s leading IT infrastructure services provider.
He also serves as Adjunct Faculty at Cornell University and the University of Massachusetts Amherst where he teaches courses on Data Privacy, Cybersecurity Law, and AI Ethics.
Beyond his legal and academic work, Lowe contributes to the field through publications in academic journals and professional magazines, media appearances, award-winning privacy podcasts, panel discussions, and CLE programs. Most recently, his article, The American Approach to Regulating Artificial Intelligence, was published in one of Germany’s leading law journals, “Recht Digital (RDi),” in August of 2025.
Prior to joining the “world’s largest startup”, he served as in-house Privacy & AI Counsel at IBM, supporting the Weather Company through its successful divestiture in 2024 and acting as lead AI regulatory counsel for IBM’s watsonx.governance offering.
Lowe earned his JD from the University of Illinois and is licensed to practice law in New York.
