Maxine Keefe

Legal Counsel and Deputy Chief of Staff


Maxine Segarnick Keefe is Deputy Chief of Staff and Legal Counsel to Commissioner Bradley R. Crowell of the U.S. Nuclear Regulatory Commission. Maxine joined the NRC in 2016 as an Honor Law Graduate in the NRC’s Office of the General Counsel. In OGC, Maxine represented NRC staff in agency adjudications involving nuclear power plants and advised on rulemakings across the NRC’s mission areas. Maxine also serves as a member of the adjunct faculty at the University of Connecticut School of Law where she teaches an administrative law seminar in the Semester in DC Program. Maxine holds a J.D. and Certificate in Energy and Environmental Law from the University of Connecticut School of Law, and an M.S. in Environmental Policy and B.A. in Environmental and Urban Studies from Bard College.
